I didn't think the animation was that terrible there was only one instance of still images and it didn't bug me that much. It kind of comes with the territory with long running shounen anime's like one piece.
Wanna stretch out everything in impel down as much as possible with the white beard war coming so so soon and it only just recently finished up in the manga. Also love how crocodile just doesn't give a shit about any of the baraque's agent's with the only exception being of mr. 1. Honestly I think the main reason why he choose to go to prison in the first place is becasue he wanted nothing to do with any of the baroque's works agent since he hated them all.
If you've ever watched Naruto or One Piece before this shouldn't be new to you... Both shows have multiple studios working on each episode, and the studio that made this episode is always the same one that makes any other Naruto or One Piece ep that focuses on animation over art. Rewatch the Kyubi Naruto vs Sasuke fight for perspective.

Still badass though. Clearly, Oda hates Revolutionaries.
