My point wasn't he having problem with his chakra. My point was that Naruto failed the final exam 3 times, but conveniently graduated with kids his own age.

I think it's a different kind of test. Basically, he had to do it to pass. He went through law school, but had to pass the bar to be a lawyer. He doesn't have to go through law school all over again because he failed to pass the bar. And let's not try to take the metaphor too far.
