Sure it made sense. Erza's right eye is abnormal and thus the petrification magic didn't work at all through it, only through her normal left eye. Based on the results, to fully petrify you need to make eye contact with a victim's two normal eyes. It's an obvious weakness of that petricular power, but magical powers oft have a weakness or two just like that.

Ah. I can't believe I didn't pick up on that (despite knowing how eye-contact was necessary). I was too hung up on that eye having some sort of anti-petrifying property.

The other thing that popped up was why our dragon slayers were locked down. Laxus had nothing to do with it, so we can assume it wasn't under his orders do to their likelihood of defeating him.
