I think it's the former. The "Committee" could well be tracking people who have this "disease".

Good job on the whole disease/time-slow thing. It didn't really make too much sense to me (I assumed time slowed for him too and was surprised to see his fingers move at normal speed).

The addictive mix of a cute lead, expressions and never-say-die enthusiasm is pretty awesome.
