Yeah, it's not explained very well. But it seems like he could only use a part of Goku's power to begin with, and only by fighting Goku repeatedly was he able to unlock the rest of it.Originally Posted by NeoCybercoin
Though that should still only make him as strong as Goku. If Vegeta used his time in the Hyperbolic Time Chamber(speaking of which, dick move blowing up the HTC Geets) to surpass Goku, then he should be able to beat Black if Goku can just keep Zamasu from interfering.
