I disagree. Immediately after the Mafuba failed the first time there was that shot of Frost looking over his shoulder at Vegeta. From that moment on, I think everything Frost did, luring Vegeta into the fight, holding him off with Magetta, goading Roshi into using the Mafuba on him again, was all so he could turn the Mafuba around on Vegeta.
